Penny was born December 2, 1946 in Washington, DC. She was an avid gardener and a faithful member of Alcoholics Anonymous until her death, celebrating 36 years of sobriety.
Survivors include her granddaughter, Maeton Jameson; two nieces, Rachel Coxen and Andrea Johnson; and her beloved friend Carolyn LeBlond. She was preceded in death by her parents; a son, John R. Carroll; and a sister, Pam Werwie.
A celebration of her life will be held at 3:00 pm on Friday, November 10, 2023 in the Peacock - Newnam & White Funeral Home Chapel.
