Tom was born May 23, 1936 in Wheeling, WV; son of the late Thomas F. Howley, Jr. and Zita Clark Howley. He served his country in the United States Navy. Tom was an avid golfer and very proud of his Irish heritage. Everyone knew Tom was the life of the party, with his laughter, singing and dancing.
He married Maryanne Mullen, in 1967 in Honolulu, HI. She preceded him in death in 1998. He never remarried.
Tom is survived by his children, Thomas F. Howley, IV, of Arlington, VA and Kelly A. Howley of Ashburn, VA and several nieces and nephews.
Along with his wife and parents he is preceded in death by his identical twin brother, Gerard "Jerry" H. Howley and his sister, Kathleen Zimla.
A funeral will be held Friday, September 25, 2026 at Sacred Heart Catholic Church at 12:00pm.
