

Effie was born on July 26, 1917 in Crane, Montana. She was the youngest of seven children. Her family relocated to the Spokane Valley and that is where she lived for over 90 years. She graduated from West Valley High School in 1935. During World War II Effie worked on airplanes at the Galena Air Field (currently known as Fairchild Air Force Base.) Due to her tiny stature, one of her jobs was to climb into the wings of the plane and complete the wiring process. On December 7, 1946 Effie married Leo Shelley. Together they were the heart and soul behind Shelley’s Repair Service which opened its doors in 1950 and closed in 1991. Effie being the CEO while Leo was the mechanic, and his cousin Hugh Shelley the back hoe operator.
Effie was passionate about many things. She cared deeply about her faith, home and family. She was an expert seamstress, exceptional gardener, and amazing cook. Effie’s greatest joy in life was her family. She took great pride in creating a loving and happy home. Her husband preceded her in death in 1991. She is survived by her son Phil Shelley (Judi) her daughter Cyd Rees (John) her grandchildren Karen Shelley, Sharon & Randy Ray, Emily & Steve Wells and Steve & Amanda Rees. She has five great grandchildren: Trevor Ray, Tyler & Devin Rothmund and Rees & Mya Wells. Finally, Effie is survived by numerous nieces, nephews, great & great-great nieces and nephews who she loved very much.
A rosary will be said on Friday, April 19th at 7:00 PM at St. Mary’s Church located on 304 South Adams Road in the Spokane Valley. A memorial mass will be held Saturday, April 20th at 10:00 AM at St. Mary’s church.
