She was born in Samar, Philippines on September 11, 1934. Cora graduated from her local high school in Samar, Philippines. She was married to Paul J. Etzkorn on July 20, 1962.
Cora owned her own business in the Philippines, primarily in real estate and a small import/export business.
She was a member of the Rotary in the Philippines and had a passion for bingo and was known for being a very skilled player. She also enjoyed bowling, mahjong, gin-rummy and the Orlando Magic Basketball Team.
She was survived by her sons Deo Mabulac, Philip Etzkorn, and daughter Michelle Seegert. Grandchildren: Kevin Speer, Sean Speer and Hannah Benak.
She has no surviving brothers and sisters.
