

Joe was born in Baltimore City, Maryland, on March 7, 1948, to Joseph (Joe) and Rosalie (Rose) Owsianiecki, nee Wiatrowski. He attended Saint Brigid’s Grade School in Canton before attending Patterson High School. Known as “Oz,” Joe was inducted into the Patterson High School Athletic Hall of Fame as the Clippers Varsity Soccer Goalkeeper for the 1964-65 fall seasons. Upon graduation from Patterson in 1966, Joe enlisted in the United States Air Force, was assigned to the Strategic Air Command, and married his high school sweetheart Jane. He was honorably discharged from the Air Force in 1971 and joined the Baltimore City Police Department. Joe subsequently attained his Bachelor of Science degree in Criminal Justice from the University of Baltimore and joined the Baltimore County Police Department retiring from the force in 1987. He then became the Director, Campus Security, Western Maryland College in Westminster, Maryland. Joe and Jane relocated from Hampstead, Maryland, to Spring Hill, Florida in 2002.
Joe was preceded in death by his parents, Joe (2012), and Rose (2010), his sister Geraldine Norris (2012), and his brother Paul (2025). He is survived by his devoted wife Jane Owsianiecki of 57 years, and his three sons: Christopher and wife Angela, Aaron, and Benjamin and wife Cassandra. He is also survived by his grandchildren, Lillith, Mathias and wife Loryanna, and Jarreth.
Joe labored painstakingly to provide for his wife, sons, and grandchildren especially in their educational endeavors. He was a proud husband, father, and grandfather. He could always be counted on having breakfast ready before dawn and lunches ready for school. He loved fishing and crabbing in the Chesapeake Bay, metal detecting, panning for gold in Dahlonega, Georgia, and shark teeth hunting in Venice, FL.
