He was born in Roby, IL, on February 23, 1944, the son of David Jr. and Wandolene (Stout) Harter. Carl married Rhonda Frey in Edinburg on December 27, 1986.
Carl enjoyed drag racing in Havana, Assumption, and St. Louis. In his free time, he also loved to camp.
He was preceded in death by his parents; and one brother.
Carl is survived by his wife, Rhonda; sons, Sean and Clayton Harter, both of Springfield; and numerous siblings.
Cremation was provided by Butler Cremation Tribute Center.
