

Born in Buffalo, NY, on September 26, 1939, to Lawrence Reo and Bertha Elizabeth (Burkard) Foltz, David was a man defined by his incredible work ethic, a trait he developed when he began working at just five years old.
David earned his bachelor’s degree from Rockhurst University in Kansas City. He built a long and dedicated career in public service, first working for the United States Food and Drug Administration until his retirement in 1998, and later for the Department of Children and Family Services, retiring for a second time in 2015. On Valentine’s Day in 1987, David married the love of his life, Carol Napier, and together they built a beautiful, blended family.
Beyond his work, David was a man of many passions. He was an avid reader, a big history buff, a lifelong fan of the Kansas City Chiefs, and a multi-gallon blood donor. He enjoyed the camaraderie of his Thursday Night Poker Group and was an active member of the Springfield Elks Club, Illini Bass Anglers, and the Church of St. Jude Men’s Club.
He was preceded in death by his parents; his brothers, Larry and Reo Foltz; and his beloved son, Gregory Foltz.
David’s legacy of hard work and love lives on through his wife, Carol; his children, Cece (Robbie) Foltz of St. Louis, MO, Michael (Frank) Foltz of Chicago, daughter-in-law Luba Foltz of Seattle,WA; and Timothy (Tracy) Foltz and Christopher Foltz, both of Tucson, AZ; his stepchildren, Michelle and Chris Napier, both of Springfield; his grandchildren, Clara and Ben Foltz of Seattle, WA; his sisters-in-law, Maryann Lepper and Sharon Dolan; his brother-in-law, Frank Mertz; and his loyal, beloved dog, Lulu.
Cremation was provided by Butler Cremation Tribute Center.
A Mass of Christian Burial will be held at 10:00 a.m. on Friday, March 20, 2026, at St. Judes Parish in Rochester, Illinois.
The family is being served by Butler Funeral Home-Springfield, 900 S. 6th St., Springfield.
In lieu of flowers, memorial contributions may be made to the American Stroke Association to support stroke research.
