

Frank, as he was affectionately known, was born on February 25, 1943, in West Frankfort, Illinois, to Lewis and Della Fegan.
Frank was a man of action and lived life by two mottos: "Deal with it” and “Just don’t quit.” His commitment to service led him to a commission in the United States Navy, which he considered one of his most meaningful accomplishments. Following his military service, Frank built a distinguished career in healthcare administration, holding roles as Lab Director and later as Vice President at Menorah Medical Center in Kansas City, Missouri. He earned a Master’s of Public Administration and was later inducted as a Fellow of the American College of Healthcare Executives.
Although clearly accomplished and in the prime of his career as an executive, Frank felt God calling him down a different path. In a return to his home state of Illinois, he accepted a position teaching Medical Assisting at Robert Morris University in Springfield. Through this role, Frank touched the lives of countless students and colleagues, serving as a compassionate mentor with high, uncompromising expectations.
Frank was caring, focused, and determined, and found his greatest joy in being a blessing to others. As a man of profound faith, Frank was an invaluable asset to his community. He volunteered time as a Boy Scout leader, a tutor for Project Literacy, and as a member of the Lions Club while living in Kansas City. In Springfield, Illinois, he reached thousands as a Red Cross volunteer, teaching essential hygiene, first aid, and emergency preparedness to groups of all ages. His dedication led to being recognized as the 2011 Red Cross Education Hero of the Year.
Frank is survived by his son, Michael, and his wife, Kellie (Remer) Fegan; and his daughter, Patricia (Fegan) Souliere and her husband, Ron. He also leaves behind three grandsons who were his pride and joy: Brandon Fegan (32), Alex Souliere (30), and Christopher Fegan (28).
Frank is predeceased by his beloved wife of 60 years, Connie Lynn (Beetzel) Fegan, married on November 12, 1965; his parents, Lewis and Della Fegan; and his brother, Larry Gene (Yaki) Fegan.
Frank’s legacy is one of unwavering determination, generosity, deep care for his family, and tireless service to his community. He will forever be remembered for his warm heart, gruff demeanor, and fun-loving, mischievous spirit.
