

R. Dale Yung, age 71, of Springfield, passed away at 1:05 p.m. on Monday, December 9, 2002. Mr. Yung was born on October 29, 1931 in Sesser, Illinois, the son of Roy and Leola Allen Yung. He married Anita Tull on February 7, 1953 at Sacred Heart Church, Springfield, Illinois. He was a member of the Cathedral of the Immaculate Conception. Mr. Yung was a member of Knights of Columbus Council 4179 (Advocate 1957 – 1960, Grand Knight 1961 – 1963, 1968-1969, and Trustee 1963 – 1966) and a member of Elks Lodge 158. He was a former member of the Illinois and Sangamon County Bar Associations, Mr. Yung graduated with honors in June, 1953, from the University of Illinois, College of Commerce – B.S. Degree in Commerce and Law and graduated from the University of Illinois, College of Law – J. D. Degree – June 1955. Mr. Yung was associated with the law firm of Olsen & Cantrill in Springfield, IL from 1955 – 1957 in the general practice of law, employed as a legislative draftsman for the Illinois Legislative Reference Bureau from 1957 – 1964, Administrative Assistant to the Secretary of State in 1964 having general administrative supervision of all operating divisions under the jurisdiction of the Secretary of State, legal assistant to the Governor from 1964 – 1969 where in addition to advising the Governor on legal matters he worked with all agencies under the Governor’s jurisdiction in the preparation, presentation and enactment of their legislative proposals and analyzed all legislation as to its effect and constitutionality and advised with the Governor prior to his approval or veto, Executive Secretary of Illinois Property Tax Appeal Board from 1969 – 1970 where he supervised the operation of the Board office, serving as hearing officer and advisor to the Chairman and Board members on administration and interpretation of property tax laws, policies and procedures, Legal Counsel for the Illinois Department of Local Government Affairs from 1970 – 1979 serving as legal advisor of the Director and Office Chiefs, preparing department legislation and serving as liaison with the General Assembly, the Governor’s office and other state and local agencies in legislative matters affecting the department, advising with the office of the Attorney General concerning court actions and other legal matters affecting the department. Deputy Director of the Legal Services Bureau, Illinois Department of Revenue from 1979 – 1985, Administrator of the Legal Services Bureau and Manager of the Property Tax and Legislative Division, Illinois Department of Revenue from 1985 – 1991, Consultant for Director’s Advisory Committee for Recodification of Property Tax Laws until his retirement in 1992. Since his retirement from state service in 1992, Mr. Yung provided income tax assistance to senior citizens through the Senior Citizens Center of St. John’s Hospital, Springfield. In connection with prior employment, he served as Chairman of the Advisory Committee of the Midwest Governors Conference in 1968, and was a member of the National Institute of Municipal Law Officers and the International Association of Assessment Officers. Other past services includes director and executive committee member of the Illinois State Employee’s Association and Vice President of the State Employee’s Credit Union. He was preceded in death by his parents and one brother, G. Allen Yung. Surviving are his wife, Anita one son: Michael (wife, Janet) Yung of Winfield, IL, two daughters: Linda (Husband, Hank) Stoutamyer of Springfield and Valerie (husband, Joe) Kager of Plant City, FL., 10 grandchildren: Nick Babiak, Angie Lyons, Mike Babiak, Annie Kager, J. Bo Yung, Halee Stoutamyer, Ashlee Stoutamyer, Joshua Yung, Jake Kager, Kylee Stoutamyer, one niece, one nephew and several cousins. Entombment was in Oak Ridge Cemetery and a celebration of life will be held at a later date.
