

William Lee Frost-Kumpf, 52, of Springfield died at home Friday, Aug. 15. He was born Feb. 19, 1951 in Cleveland, Ohio, the son of LeRoy and Helene Kump. He married Hilary Anne Frost in 1983 in Columbus, Ohio. Dr. Frost-Kumpf held a bachelor’s degree in political science and a Master of Public Affairs from the University of Cincinnati. He was awarded a PhD from the School of Public Policy and Management at the Ohio State University in 1990. He was an associate professor of political studies and public affairs with an appointment to the Institute for Legal, Administrative, and Policy Studies at the University of Illinois at Springfield. He had previously held appointments at Pennsylvania State University, Ohio State University, University of Wisconsin, and Indiana University. His research and service included projects with the United States Department of Agriculture, Central Intelligence Agency, General Accounting Office, Illinois Department of Human Services, Illinois State Board of Education, Illinois Criminal Justice Authority, Regional Institute on Community Policing, Sangamon County Probation Department, Pennsylvania Commission on Crime and Delinquency, Ohio Department of Mental Health, and the Columbus, Ohio Division of Fire. Dr. Frost-Kumpf served on many search and planning committees for the University of Illinois at Springfield, including as the chair of the Academic Technology Committee. He chaired the UIS State Employee Combined Appeal and served on the statewide SECA board. He was a member of the System Dynamics Society, the Academy of Management, and the Association for Public Policy and Management. Working with City of Springfield officials, the U.S.-Ukraine Foundation, and the United States Agency for International Development, Dr. Frost-Kumpf assisted the city of Svitlovodsk, Ukraine with strategic planning to implement democratic processes there. He was awarded the Spencer Award for Public Service to the University of Illinois at Springfield and the Best Dissertation Award from the Academy of Management Public and Nonprofit Sector. He is survived by his wife Hilary Anne Frost-Kumpf, mother Helene Kump of Mentor, Ohio, sister Janet Brown (husband Glen Kubik) of Fairport Harbor, Ohio, and niece Laura Cruz of Chadds Ford, Pennsylvania. He was preceded in death by his father LeRoy Kump. A memorial service will be held on Saturday, August 23, at 10:00 am at Brookens Auditorium at the University of Illinois at Springfield.
