I just found out Bill had passed away.  A great neighbor and passionate Ohio State fan.  Always enjoyed our conversations as he and I would walk or just enjoy the outdoors.

Bill was a military judge, a Navy comrade in arms, a mentor, and a friend during my 5 years of active duty as a Navy JAG, both in Quantico, VA and Yokosuka, Japan.  He had a mild-mannered take on attorneys serving before him as a military judge, would teach as much as judge, and provided much needed constructive criticism of the judge advocates that appeared before him. Thanks, Bill, for your instruction, mentoring and service as a Naval officer and military judge.

As we read and hear news these days, we sadly learn of recurring numbers of men who steal, are disloyal to family, drugs, etc.
How warming the hearts it is when we are reminded of a sterling gentleman like Captain  Eoff.
Rita and I offer our condolences. I had my first general court-martial appearance before him.  As a new judge advocate, at  LtCol, with night law school background, I was tense to do things ethically but energetically correct. 
I was very fortunate to have him as my first GCM judge. May he rest in peace.

No love, no friendship can cross the path of our destiny without leaving some mark upon it forever."(Francios Maureae)  Bll Eoff was a person who influenced the lives of us very much as a neighbor.  He was a best friend to our three sons from the time they were born through their marriages and the birth of their children.  In fact, at each of their weddings we were often asked if
Bill and Mary Ellen were their grandparents - and in truth they were more than that.  We saw both of them last after we had moved to Florida and when they were on their way to Fort Myers. You and Mary Ellen were the first neighbors to welcome my family to the neighborhood. You both were amazing neighbors, wonderful people, and a blessing to our community. You touched many lives and are missed by all who knew you.
