

Barbara Rall Lowrey, 84, of Alexandria, VA, passed away on November 20, 2025. Though her passing comes as a surprise to many, it is comforting to know that she lived a rich, purposeful, and deeply accomplished life.
Barbara was a trailblazer, a pioneer for working women, and a model of dedication and intellect. She was the first woman to earn a PhD in Economics from Michigan State University and completed groundbreaking work at the Board of Governors of the Federal Reserve, helping shape economic policy at the highest levels. Her fearless commitment to excellence and her many professional achievements earned her widespread respect and admiration. Beyond her professional pursuits, Barbara embraced numerous leadership roles in her community—from her church and the Fairfax County Athletic Council to local boards such as her neighborhood pool—and she was instrumental in helping found the Virginia Elite Volleyball Club.
Barbara was also deeply engaged with music. She played several instruments, including the piano and flute, and was an active participant in various local choirs.
A passionate world traveler, Barbara lived abroad in Brazil, France, Turkey and Germany; visited countless places across the globe, and most recently returned from a meaningful trip to Brazil. Her curiosity, independence, and love of exploration enriched her life and broadened the lives of those around her.
Barbara was a devoted daughter, wife, mother, grandmother, sister, and cherished family member. She was preceded in death by her parents, Dorothy and Leonard Rall; her sister, Marilyn Rall; and her beloved husband, Thomas Lowrey. She is survived by her children, Elizabeth Lowrey Schaffer and her husband, Keith, and Thomas Lowrey and his wife, Lisa; as well as her five grandsons—Brandon, Ben, Alex, Peyton, and Connor—who were among her greatest sources of joy. She is also survived by her beloved sister, Marcia Haarer, with whom she shared a lifelong bond.
Barbara was a long and loyal friend to many. She remained close with friends from her high school days, stayed connected with those she met while living in Paris, gathered regularly with her “lunch bunch” of Federal Reserve retirees, and built deep and lasting friendships within her local community.
Known for her warmth, generosity of spirit, and unwavering support for others, Barbara combined professional brilliance with personal kindness. She inspired everyone she met, leaving a legacy not only of achievement but also of mentorship, encouragement, and empowerment.
Barbara will be profoundly missed and forever cherished.
A service in celebration of her life will be held at Little River United Church of Christ on February 21, 2026, at 10:00 AM with light reception at church to follow.
