Born Oct. 24, 1941, in Quantico, VA, he lived most of his life in Arlington, VA., where he developed life skills through programs offered for the handicapped community. This independence made it possible for him to work full time in a federal building in Washington, DC. He retired in 2014 and moved to Alexandria six years ago.
Richard had 3 younger sisters. He is pre-deceased by Victoria Rose Bland of Mineral, VA, and survived by Diana C. Tanner of Fort Washington, MD and Marilyn A. York of Alexandria, VA.
He loved people and was loved in return by many.
A funeral service will be held at First Baptist Church of Alexandria, 2932 King St, Alexandria, VA 22302, on September 27, 2026, at 2:30 pm.
