

Wilmot Franklin O’Loughlin, 92, passed away on October 6, 2023 in Alexandria, VA. He was born August 19, 1931, in Basseterre, St. Kitts, West Indies. He grew up interested in photography and became an official government photographer on the island.
In 1956, Wilmot Franklin O’Loughlin immigrated to the United States and joined the Air Force where he was trained in the emerging field of telecommunications. He received his FTC radio license which allowed him to receive passive income while in the Air Force, as radio stations paid licensing fees in order to operate. After Wilmot left the Air Force in 1964, he used the GI Bill to get a Bachelor of Science degree in Electrical Engineering Technology. Upon graduation, he traveled through out Asia as a Defense Contractor civilian with the equivalent rank of Lieutenant Colonel, where he was responsible for the repair and maintenance of communications equipment.
After his time working as a defense contractor, Wilmot joined the Social Security Administration as telecommunications engineer in their Brooklyn, NY office. In 1977, he was transferred to the Woodlawn Campus in Maryland where he worked until his retirement after 30 years of civil service.
Following the independence of the Federation of St. Kitts and Nevis in 1983, Wilmot Franklin O’Loughlin was one the core founding members of the St. Kitts and Nevis Nationals Association (SKNNA) in the Spring of 1984. SKNNA was instrumental in bringing together the nationals in the DC Metro area and creating a database of professionals who lived throughout the US. This database helped the newly established Embassy of St. Kitts and Nevis in DC establish communications with the Federation diaspora early on. He was awarded, in the late 1990s, by then-Prime Minister Dr. Denzil Douglass for his work in the community.
The interment of his ashes at the St. Alban’s Memorial Grove will happen at a later date.
