The third and youngest child of Andrew Julius and Lillian (Laurey) Evans, she was born in her grandmother’s Charleston, South Carolina home in 1920. Her father joined the army when she was two and, in the succeeding years, “Sister” as her family called her, lived at a variety of military posts around the country, including Fort Benning in Georgia, Fort Sam Houston in San Antonio, and on two occasions Schofield Barracks in Hawaii, departing the second time shortly before the attack on Pearl Harbor.
She lived in San Antonio on and off for nearly a decade during the 1930’s and 1940’s and fondly thought of it as home. After graduating from Incarnate Word Catholic High School in San Antonio, she took college classes at Incarnate Word, at Stephens College in Columbia, Missouri, and at the University of Hawaii. In 1949 she accompanied her parents to their new post in Germany. Returning in 1950, she settled in Washington, D.C., where her brother Andy was living.
In Washington she met Philip Allen, an economist with the Federal Reserve and a former Army officer, whom she married in 1953. The couple lived in Washington’s Virginia suburbs and had two children, Stephen and Christopher, born in 1954 and 1958. In 1968 the Allens’ stay in the Washington area was punctuated by a two year trip to Liberia, West Africa, where Phil worked for the U.S. State Department. After Phil retired in 1980, the couple moved to San Antonio, Texas. They later lived in Houston and in 1995 moved to St. Louis where Chris had taken a job. Phil died in 2007, sister Liz in 1984, and brother Andy in 2001. Lillian's two sons and five grandchildren remember her affectionately.
She will be buried next to her husband at Jefferson Barracks National Cemetery, St. Louis, Missouri on March 14, 2014.
