Rulx was born on April 15, 1935 in Port-au-Prince, Haiti to Luc and Inez Charles. He's the youngest of three siblings.
In 1961, he received his medical degree from the Université d'Haiti. After graduation, he journeyed out of Haiti and lived in two countries. First stop was Montreal, Canada, where he did an internship. Then he and his wife moved to St. Louis, MO where they ended up making a permanent home.
His extensive medical career involved OB-GYN training at the Homer G. Phillips Hospital which
included a stint as Chief Resident. He became a Fellow of the American College of Obstetrics
and Gynecology. He was president of the St. Louis chapter of the Association of Haitian Physicians Abroad. And for over 30 years, he was passionate about providing the best healthcare to his patients in East St. Louis, IL. Thanks to his independent medical practice, he delivered over 6,000 babies.
If he wasn't at home, his office or in an operating room, Rulx could be found on a tennis court. He regularly used his vicious spin serve to defeat his three children. He won with the same frequency when they battled at the ping-pong table as well.
