

He is survived by his daughters: Stephanie Washington Missouri City, TX; Althea Miller Birmingham Alabama; Madlyn Norman-Terrance (Robert Terrance) Santa Cruz CA;
Grandchildren: Tijuana Miller, Ronald Miller, Takeia Jones, Eboni Norman-Terrance, Tiffany Washington, Laquita Miller, Kamau Norman-Terrance, Thomas Washington III, Marcus Washington, Jordan Washington, Elijah Washington. His descendants include 24 great-grandchildren and 3 great-great-grandchildren.
Leroy was raised, in Birmingham Alabama with his siblings as he tagged along with them as the youngest child. He joined church at an early age. He graduated from Ullman High School where he was a very accomplished athlete. He maintained lifelong relationships with his high school classmates, Leroy lived briefly in Buffalo, Detroit and Chicago before moving to San Francisco, California. He built a vibrant personal and professional life in San Francisco. He held many positions for the City and County of San Francisco before disability retirement. Leroy was also an entrepreneur. He owned and operated a janitorial business along with his primary job. Leroy was an excellent provider for his family and he set values and expectations for his children to pursue education, seek an honorable profession and be a responsible citizen. Leroy was an avid sport enthusiast including all of the water sports (water skiing and diving) and golf. He was also great sport spectator and loved boxing and football. He had an exceptional memory for sport statistics and served as his family’s “boisterous” sport broadcaster. Leroy also loved jazz music and attended many music venues to see his favorite performers. Most of all, he loved spending time with his family and supporting any and all of their academic and sport endeavors. He was generous man and shared his wisdom with all who were will to listen. He will always be remembered for his unwavering support and generosity to his family.
He is preceded in death by his parents: Georgia Lee and Willie Parker; Sisters: Leslie Speights, Ruby Mitchell, Hattie Ruffin, and David Mitchell.
