He is survived by his son, Robert "Andy" Payne III; his grandson, Austin Payne; his sisters, Donna, Kerry and Marsha; and his brother, Brian.
Robert was preceded in death by his parents, Robert A. Payne Sr. and Janice M Payne.
He served honorably in the United States Army and was married to Pamela Payne for 19 years. Robert was a truck driver. Driving for VA Paving, Lowe's, Crown Gas and many other companies.
He enjoyed playing cards, playing racket ball and playing golf with his dad.
A Celebration of Life will be held at National Memorial Cemetery at Quantico, 18424 Joplin Road, Triangle, VA, on September 10, 2026, at 1:00 pm.
