

Carmine Bilotti (73) , a cherished member of the Randall Manor community and a devoted family man, passed away peacefully, leaving behind a legacy of selfless service and enduring love. A lifelong resident of Staten Island, Carmine was the beloved husband of the late Donna Jean Bilotti, his high school sweetheart whom he met while attending Curtis High School.
Carmine dedicated two decades of his life to serving the people of New York City as an NYPD police officer. He proudly began his career with the 9th Precinct and retired from the Staten Island Task Force where he was also the PBA delegate. Outside of his police work, Carmine was a true "jack of all trades." Since his adolescence, he skillfully pursued home improvements and remodeling, meticulously working on homes across Staten Island and New Jersey, a passion he continued until November.
His kindness defined him, demonstrated not through mere words, but through constant action. He was always the first to help anyone in need, giving freely of his time and skill without expectation of anything in return. Quick-witted and known for his “busting chops" type of humor, he approached life with a caring and vibrant spirit, truly living life his way.
Carmine's heart belonged unequivocally to his family. He is survived by his daughter, Diana, son, Matthew and daughter-in-law Kristine, and beloved girlfriend Donna Barone. The absolute lights of his life were his granddaughters, Mia Donna and Gianna Rose. They were the only ones who could truly melt his heart, and he doted on them endlessly, earning the title of the best "Popcorn" (grandpa) they could ever ask for. They will forever cherish the many beautiful memories made with him.
He is also survived by his brother, Joseph Bilotti, and his brother-in-law, John Winters. He leaves behind his mother-in-law, Gertrude Johnsen (99), and her children, JoAnn and Tom Massaro, Chris and Debbie Johnsen, and Linda Johnsen. He was predeceased by his sister, Annie Winters, and his sister-in-law, Linda Bilotti. He was a dear friend and beloved uncle to many nieces and nephews, and a friend to all who knew him.
Visitation will be held on January 28, 2026, from 4:00 pm to 9:00 pm at Casey Funeral Home, located at 350 Slosson Ave, Staten Island, NY 10314.
A funeral service will take place on January 29, 2026, at Our Lady of Good Counsel Church, 10 Austin Pl, New York, NY 10304, from 10:30 am to 11:30 am.
The committal service will follow at Ocean View The Cemetery Beautiful, 3315 Amboy Rd, New York, NY 10306, beginning at 12:00 pm and concluding at 12:30 pm.
