

Bill was born on October 22, 1958 in Brooklyn, NY, to Patrick and Margaret Fennell. He is survived by his loving spouse of 35 years, Clare Fennell, and children, Elizabeth Fennell, Gregory Fennell, and Capt. Andrew Fennell, USMC, and siblings Gerard Fennell (Loretta), Mary Renker (Thomas) and Edward Fennell (Mary Ellen Keefe Fennell).
Bill is predeceased by his parents and siblings, Michael Fennell and Patricia Fennell.
Bill attended Xaverian High School in Bay Ridge, Brooklyn, graduating in 1976. He received a BA in English from Fordham University in 1980, and a BE in Civil Engineering from the City College of New York in 1987. From 1981 to 1985, Bill was an active member of Local 40, working as a structural steel ironworker on buildings across Manhattan – continuing a long tradition of ironworkers in the Fennell family.
After graduating from the City College of New York, he began his career as an engineer and construction superintendent, where he initially worked for NJ Transit followed by Tishman Construction. He then worked for Bovis Construction and its successor, Bovis Lendlease, before rejoining Tishman Construction. Over the course of his career, he worked on high-profile projects in New York, San Francisco, and Philadelphia, including the Oculus Transportation Hub; Citi Field; the Time Warner Center (now known as the Deutsche Bank Center); 731 Lexington Avenue (Bloomberg headquarters); 15 Central Park West; the Children's Hospital of Philadelphia, Schuylkill Avenue Tower; the Metreon; and Four Seasons Hotel, San Francisco.
Bill previously served as president of the Montclair Society of Engineers. In addition, he was an active supporter of charitable causes and mentorship programs, including the New York Says Thank You Foundation and American Corporate Partners, helping veterans embark on careers in the construction industry.
Visitation will be Tuesday, March 19 from 2:00 p.m. to 4:00 p.m. and 6:00 p.m. to 9:00 p.m. at Harmon Funeral Home, 571 Forest Avenue, Staten Island, NY 10310. A Mass of Christian Burial will take place Wednesday, March 20 at 10:00 a.m. at St. Ann's Church, 101 Cromwell Avenue, Staten Island, NY 10304. Burial will be at Moravian Cemetery, 2205 Richmond Road, Staten Island, NY 10306.
