

Billie Jeanette Payne Masters, of Oxford Georgia, formerly of Atlanta, Georgia and Washington County Tennessee, passed away Thursday November 18, 2021 at Abby Hospice in Social Circle Georgia. She was 94 at the time of her passing.
Billie was born in Rockford, Illinois in 1927, second child of Frank and Lura Payne, formerly of Washington County Tennessee and moved with her family back to her parents, original home of Washington County Tennessee in 1930. She was the second oldest of a family of 8 children. She helped her family with the farm work and loved helping to care for her younger siblings, which provided her with memories she cherished for the rest of her life.
She graduated from Washington College Academy in Limestone, Tennessee in 1945, and married C. A. Masters on May 10, 1947. Billie and C. A. Masters lived in Nashville, Tennessee and Murfreesboro, Tennessee before moving to Atlanta, Georgia in 1953. Billie worked for Davison’s Department Store in Atlanta Georgia until 1974. She then worked for the Atlanta Board of Education from 1974 until 2007 as a school cafeteria manager. She loved her students so much that she also took a position as a crossing guard to make sure they were safe on the way to and from school. Billie was very creative and talented and loved to sew. She loved quilting and created countless beautiful quilts and wall hangings.
Billie’s greatest passion was her children. She was a wonderful mother, grandmother and great grandmother. Her family was always her top priority and she worked tirelessly to provide them with everything they ever needed. She was the power in the family behind every holiday, from Christmas to Thanksgiving. Every vacation, every special occasion, every family event could not have happened without Billie’s work and determination. Billie’s absence will leave a great hole in our family, but the memory of her love and life will sustain us until we meet again.
Billie is survived by her children Ronnie G. and Vivian Masters of Denver, Colorado, Judy and Mark Weegar of Hilliard Florida, Tommy Masters of Oxford Georgia and James and Monica Masters of Covington Georgia. She is also survived by her Grandchildren Jeanette Weegar, Sara Masters, Hana and Tris Waples and Christine and Shane Garmon, and great grandchildren Zachary Cause and Iris Waples. She is also survived by her brother Charlie and his wife Peggy, and her sister Nancy.
Her funeral is planned for Tuesday, November 23, 2021, at Horis A. Ward Fairview Chapel, 376 Fairview Rd, Stockbridge Georgia 30281 and she will be interred next to her husband C. A. Masters, who preceded her in death in July 2000.
