

Father was Cipriano Sampayan Menor, a farmer, butcher, and retired houseman at Stockton Golf & Country Club. Mother was Julia Lerios Menor, housewife, teacher, and Licensed Vocational Nurse. His brother is Andrew Phil Magnawa Menor. Arthur was born in Dameron Hospital in Stockton, California growing up on the 10-acre family farm in French Camp, California, across the road from Sharpe Army Depot’s Main Gate. Arthur attended grammar school, 1st through 5th, at French Camp Elementary School. The family then moved to North Stockton, California in the summer of 1969. He attended 6th grade at John F. Kennedy Elementary School. He attended Daniel Webster Junior High School, 7th-9th Grade, then 10th thru 12th grade at Amos Alonzo Stagg High School graduating with the Class of 1976.
He attended San Joaquin Delta Junior College which was a brand new campus on Pacific Avenue, worked part-time at Stockton Golf & Country Club, and disc jockey at KJOY 1280 radio station when it was still on the northeast coroner of Weber Avenue and El Dorado Street. He then attended California State University in Long Beach and was a member of the Acacia Fraternity, graduating with a Bachelor Degree in Communications.
He worked at KFI in Los Angeles as a disc jockey under name of Art Young while in Southern California. He had a brief stint running an advertising agency called “The Acacia West Advertising Group” in Manteca, California. He worked as a Media Artist for the Stockton Record for more than 10 years then was forced out, meaning fired due to their cost cutting measures. In the early 2000’s TSA was formed, Art worked as a TSA Agent in Oakland, CA, Stockton, CA and Modesto, CA, lifting luggage up to 70lbs. He manually inspected luggage for illegal items such as explosives and being exposed to radiation from the scanning machines without proper monitoring such as dosimeters. He then worked for Hertz Rental Cars moving around the state of California, and Halcyon which dud transportation for Union Pacific Railroad and Burlington Northern Railroad. He drove railroad crews to their train and following them till they reached the railroad train engine.
He retired in late 2022 and was ill from the wear and tear of the TSA, and becoming a victim twice from traffic accidents he experienced from traveling to Oakland, CA, and back home to Stockton. He passed away on November 30, 2023 at 1:25 pm in St. Joseph’s Hospital. His brother and his first cousin and her husband were present when he finally passed, joining our parents in Heaven without pain and worries. He died from cardiopulmonary arrest, cardiogenic shock, liver cirrhosis from non-alcoholic fatty liver, and hepatic encephalopathy. God bless them all. In lieu of flowers the Menor family ask that donations be made to the family to help with the cost of funeral expenses.
