Frances Ann Horner September 8, 1950 – October 29, 2026 Frances Ann Horner, lovingly known as Fran, passed away on October 29, 2026, at the age of 76. Born and raised in upstate New York, Fran made Phoenix, Arizona, her home in 1980. She spent many years working for the Arizona Supreme Court, where she dedicated a significant part of her professional life.
Fran was a woman of strong Christian faith, which was an important part of who she was. She was actively involved in her church and lived out her faith through her kindness, gentle spirit, and genuine care for others. She touched many lives through her compassion and willingness to be there for those around her.
Although somewhat reserved, those who knew Fran well also knew her mischievous side. She had an infectious laugh, a wonderful sense of humor, and never minded stirring the pot just a little. Her laughter, playful spirit, and gentle nature will be fondly remembered by all who knew and loved her.
Family was especially important to Fran. She treasured regular time spent doing manicures with her "girls," creating special memories and sharing laughter. She also enjoyed camping, fishing, and working in the garden alongside her significant other. It was often the simple moments spent together that brought her the greatest joy.
Fran leaves behind her beloved daughter, Lori Strickland; her sister, Peggi Buckler (Edward); her brothers, Joe Tombelleio and David Tombelleio; her grandson, Damien Allen (Brittany); and her granddaughter, Shenandoah Haehl (Terek). She will also be lovingly remembered by extended family, friends, and the many lives she touched throughout the years.
Fran's gentle heart, strong faith, infectious laughter, and just a little bit of mischief will be deeply missed. Though she is no longer with us, the memories she created and the love she shared will remain in the hearts of those who knew her.
