Tim was born in Panama City, Florida on August 5, 1952. He was a fourth generation Floridian, whose family on both his paternal and maternal side came to the Florida panhandle in the late 1800s. Tim moved to Tallahassee in 1970, to attend Florida State University, where he received his Bachelor in Science degree in 1974 and started a career in broadcast journalism before serving in several capacities in legislative affairs and political campaigns.
In 1986 he earned his Juris Doctorate at FSU with high honors. Tallahassee is where he met his wife and started his career and family.
