The telephone was ringing. It was Rev. Richard Scogging. He said, "I have the perfect baby boy for you. He has Steve's blue eyes and dark hair." We picked him up on March 3 from Bay Memorial Hospital in Panama City, Florida. We named him Samuel Richard Lipscomb.
He was baptised with his Aunt and Uncle, Earl (Maryann) Brown, and Godparents, Sam (Flo) Troutman, in attendance. He was raised in Tallahassee, Florida. He was an extremely extroverted person that loved drawing, the outdoors, cars, trucks and his family.
He had three children, Heather (Elex Pugh) Bramblett, Jesse (Kristen) Bramblett, and Shelby (Kelly) Busby. He is leaving behind his mother, E. Ann Cleare; 11 grandchildren; and one great-grandchild.
He joined his father, Stephen Lipscomb, and grandson, Kelly Busby, Jr., in heaven on April 23, 2026.
