

Frances was born in 1928 to Annie Lee Sauls and Bonnie Ralph Bartlett in Dover, Florida. She married Arthur Ralph Mancini in 1944 and moved to Detroit, Michigan, where she lived for nearly 20 years. Frances and Arthur had five children, Michael (Marsha), Marla, Lawrence, Jeffrey and Elizabeth Garcia (Jonathan), three grandchildren, Kevin, Jacob, and Grace and three great-grandchildren, Peyton, Griffin and Remington.
Frances was a homemaker most of her life. She later worked for the State of Florida’s Department of Children and Families and retired after 19 years. Throughout her life, Frances was active in her church, leading Bible studies, children’s camp counselor, and enjoyed participating in a book club facilitated by her daughter-in-law Marsha.
Frances was preceded in death by her husband Arthur, son Michael, and sisters Margaret Cox, Lois Riffenberg and Betty Floyd. She is survived by her children Marla, Lawrence, Jeffrey, and Elizabeth, daughter-in-law Marsha, son-in-law Jonathan Garcia, grandchildren Kevin, Jacob, Grace and great-grandchildren Peyton, Griffin and Remington, nephews Stephen Mullikin, Jerry Riffenberg, Terry Riffenberg, and niece Bonnie Thomas (Ronnie).
A memorial was held on December 12, 2022 at Blount and Curry Funeral Home at Garden of Memories in Tampa. The family requests donations be made to Camp Horizon, 7369 Sunnyside Drive, Leesburg FL, 34748.
