She was the widow of Osborne Higgenbothem, to whom she was married for 73 years at the time of his death in 2024.
Charlotte was born in Shiloh, NJ, in 1931, and was the daughter of the late Victor and Alma Fox.
In 1995, Charlotte retired after a distinguished 36 year career as a secretary in Civil Service for the Department of the Air Force. During her tenure, she received numerous accolades for her superior performance.
She is survived by her children, David (Rhonda) and Susan (Cesar), her granddaughter, Carly, her sister, Margaret, and nieces and nephews. In addition to her parents and spouse, Charlotte was preceded in death by her sister, Ruth.
Charlotte will be remembered for her sweet and gentle nature.

A graveside service will be held at 9:00 AM on Friday July 10, 2026 at the Central Texas State Veterans Cemetery, Killeen, Texas.
