Frank was born March 20, 1946 in Brockton, Massachusetts to the late Mary and Howard Hartley. He was raised in upstate New York, graduating from Elba Central School in 1964 before attending Wichita State University in Wichita, KS. He was an altar boy in his youth, remained active in his local Catholic parish Saints Simon and Jude church, and was a member of the Knights of Columbus. He lived in a variety of locales including New York, Kansas, Pennsylvania, Colorado and Saudi Arabia before settling in his adopted home state of Texas in 1978.
He is survived by his wife, Gretchen and their sons Tim, Joel, and Mike, his siblings Susan Dambra, Paul Hartley, Gorman Hartley, Mary Balonek, Peter Hartley, Ann Zawicki, Howard Hartley and Eileen Vincent, daughter-in-law Jayka, granddaughters Katherine, Julia, Elizabeth and Laura, and Aunt Jane Delorey as well as numerous nephews, nieces, cousins, in-laws and friends. He is preceded in death by his parents and his sister Kathleen Catino.
