He was born in Detroit, Michigan on January 3rd, 1946. Joe graduated from St. Joseph’s and received a degree in accounting before serving in the Vietnam War. He married Mary Ann Harper on May 29th, 1969.
Joe moved his family from Michigan in 1982 to Houston, TX to become a founding partner of Texas Sterling Construction, a heavy civil construction company. He was an industry leader who influenced all whom he met. He had a passion for family, friends, work, great wine, and good times. He was survived by his wife Mary Ann, his son Joseph Harper Jr. and wife Kelly, daughter Heather Marie Barnes and husband Scott, son James Walter Harper, son Jonathon Mark Harper and wife Vanessa, seven grandchildren, and sister Barbara Rachelle Harper.
A viewing will be held from 5-8 pm on Monday September 17th, 2018 at Forest Park in The Woodlands, 18000 I-45S, The Woodlands, TX 77384, followed by a service and funeral at St. Simon & Jude, 26777 Glen Loch Dr., Spring, TX 77381 on Tuesday September 18th, 2018 at 11:30am.
