Russ passed away on November 2, 2012 after a recent leukemia diagnosis in July, after being cancer-free for one and one-half years. Born in Sacramento, California to Janet Stoeckle Perkins and Spencer Perkins, he was the grandson of Leo Stoeckle, owner and president of the Sacramento Casket Company. He attended Menlo College and received an MBA from Golden Gate University in San Francisco. In 1969, he married Patricia McEntee at Old St. Mary’s Church in Chinatown and they resided in San Francisco and the East Bay city of Hercules, California. From 1982 to 1992 he served on the City Council, becoming mayor in 1986 and 1990. An avid Sherlockian, Russ was a member of the Sherlock Holmes Society of London, the Mini -Tongas, the Scowrers and Molly Maguires in San Francisco, and the Portland scion,the Blue Carbuncles. After his retirement in 1996 from the Environmental Protection Agency as a systems analyst, the family moved to Lake Oswego, Oregon where he was a member of Rotary. He and Pat also began lengthy road trips to many national parks, including one solo trip to Theodore Roosevelt’s National Park in North Dakota three years ago. Unfulfilled on his bucket list was to hike to Delicate Arch in Moab. Recently, they began a quest of presidential libraries. A loyal Goldwater Republican, Russ and Pat most often canceled each other’s vote. Russ survived by his wife of 43 years, son Christopher and cousins Sharon Mahr of Sacramento and Lee Stoeckle Jr., Of Ventura, California. In honor of his grandfather, Russ chose to be buried in ground in a wooden casket (pecan)! A private graveside service was held at Willamette National Cemetery on November 13, 2012.
