

On Sunday, October 5, 2025, Kathleen Romaine Phipps nee Wilhelm passed away. She was the beloved wife of the late Martin Rutledge Phipps Jr.; devoted mother of Laura Kathleen (Phipps) Woods and her husband Robert Wendell Woods and Andrew Martin Phipps; loving grandmother of Chelsea Noelle (Woods) Kozak and her husband Daniel John Kozak, Kristina Lauren (Woods) Schmoldt and her husband Joshua John Schmoldt and Hannah Morgan (Woods) Richardson and her husband Luke Arthur Richardson; great grandmother of Forrest John Kozak, George Robert Kozak, Luna Kathleen Schmoldt, Harlow Martin Richardson, Ophelia Bea Richardson; daughter of the late Hannah Grace (Fasy) Wilhelm and Chester Ovington Wilhelm, Jr.; sister of the late Kent Lee Ovington Wilhelm and his living wife Patricia Elizabeth (Kelly) Wilhelm. Kathleen is also survived by other loving family and friends.
Kathleen was a vibrant, fun-loving woman whose greatest joy came from the love of her family and the simple pleasures of life. Soaking up the sun at the beach is what she loved most, she always found peace with her feet in the sand listening to those crashing waves. A true athlete at heart, she played softball from her school days well into adulthood and was an avid golfer and duckpin bowler. She had a spirited love for music—singing along to the radio in the car and enjoying everything from orchestras to the hits of the '50s through the '80s. If it was easy on the ears you could bet she would be singing her heart out! Born and raised in Baltimore, she had a true Maryland palate—she loved crabcakes, crab fluffs, and crab claws (but never the mess), hot dogs, bananas, oranges, and never turned down jelly beans or candy corn. Her lighthearted energy and warm laughter made her the heart of any gathering. She is lovingly remembered not only by her family but also by her loyal companion and best friend, her Shih Tzu, Buffet. Her memory lives on in every melody, every sunny day, and every shared laugh among those who knew and loved her.
The family will receive friends in the Lemmon Funeral Home of Dulaney Valley, Inc. 10 W. Padonia Road (at York Road) Timonium, Maryland 21093 on Friday, October 10, 2025, from 3 to 5 PM and 7 to 9PM.
A Celebration of Life Service will take place at the funeral home on Saturday, October 11, 2025, starting at 1 PM.
Interment to follow at West Liberty United Methodist Church Cemetery, 20400 W. Liberty Road, White Hall, MD 21161.
