Richard C. Clement

Richard C. Clement, 88, of Toms River passed away on August 14, 2012. Rick grew up in Toms River and was a graduate of Toms River High School. He earned his BA degree from Thomas Edison College. After serving in the US ARMY AIR CORPS, he joined the Dover Twp. Police Department in 1946. He served as Chief of Police, from 1967 to1979, President of the International Association of Chiefs of Police, and had the honor of serving three United States Presidents, as Presidential Task Force National Chairman and member of two criminal and juvenile justice committees. What was most close to Rick's heart was law enforcement. He was very proud of being a sworn police officer for his hometown of Toms River, NJ Rick was predeceased by his father, Curt, mother, Orabell, his son, Dr. Richard J. Clement, his daughter, Dr. Cheryl Clement, and his wife, Margaret K. Clement. He is survived by his wife of 20 years Deborah, his daughter Kathleen Mora of Lexington KY, his daughter Maureen and her husband Richard Cubeta of Houston TX, his son Michael Powell and his wife, Sharon of Florida, his daughter-in-law, Diana Clement of Maryland, ten grandchildren and eight great grandchildren. Per his wishes, Rick will be cremated, and funeral arrangements are private under the direction of Anderson & Campbell, Toms River. My father,Michael Carbo and Rick were friends from the 1960's as my dad had a business in downtown Toms River.I always knew Rick to have a smile on his face and a kind word to say.He was a gentleman. My dad passed in July and I hope they are remincising about old times!

Rick was a true professional, a credit to the Toms River Police force and as a prominent national figure in the Chiefs Association. It was a privilege to know and work with him. He truly loved Toms River/ Ocean County and lived up to his full personal potential in every respect!
