He was born in Atlanta, the son of the late Leslie Durant and Evelyn Hargrove Phillips.
Fred was a veteran of the U.S. Navy.
He was an IT Specialist for Primerica.
Survivors include his wife, Carole Foster Billiam; his children, Natalie Thomas, Carrie Long, Jenny Billiam, and Michele Lester; his brothers, Jon Phillips, and Alan Phillips; he is also survived by his grandchildren, Jack Thomas, Dylan Boak, Foster Boak, Alec Thomas, Owen Lester, Harrison Long, Livia Lester, and Austin Long.
