Shortly after my first meeting with Bill in August 1994 at Oxnard College, he skilfully demonstrated to me and my family, his unique style of friendship and hospitality with a memorable Cordon Blue meal.

Billie Shilley as he was affectionately known in the Frayne family,
continued to be a close and special friend to us throughout
the years, always interested in our family’s
developments and achievements. Every Christmas and Easter,
without fail, he sent a See’s Candy gift to each member
of our family, even to our latest granddaughter, just five weeks old.
What a remarkable man he was, generous, wise, interesting and
always interested in others! We all loved him and will miss him greatly.

All our sympathy goes to his beloved Kristin, Annabelle and all his family.

David, Julie Frayne and family, Brighton, East Sussex UK

Hello Kristin & Annabelle:
My love and prayers are with you. Your father was the greatest man I have ever met. Such a role model of being the best that we can be. I called him "Handsome" every time we would speak or see each other and called me "Gorgeous One". He was the one who encouraged me that I could do & be whatever I wanted. He gave me confidence and self esteem to become the woman I am today. We are all so blessed to have had him in our lives and the world is a better place because he was in it . His memory will live forever. God Bless you and comfort you at this time.

Hello to Bill's family, friends and many colleagues. I became a librarian at Oxnard College in 2000 and have worked with many ADS students, including many of the master himself. We worked together to keep the students well-supplied with books old and new. This was a great honor and privilege.

Godspeed to you, sir. You are a shining example of a lifetime of well-lived service.

I am a former student of the ADS Program. Thank you Mr. Shilley for this amazing program. I thought I wanted to become a Addiction Counselor but decided it was not a good idea for me. But all the education I received is part of my recovery after losing my father, sister and brother to this awful disease. I have a better understanding of why most of my family is/was so ill and two still are stuck in their addictions. Job well done! I am sure you will be looking down from Heaven and guiding us all. RIP...

To Bill's family
I met Mr. Shilley many years ago at Ventura County, then at Oxnard College. Mr. Shilley was so much more than a colleague. His legacy at Oxnard is profound, seen in the ADS program, students and their mighty achievements. But his influence is national, beyond the boundaries of OC and Ventura County. Such a humble and plain spoken man has been a cherished giant among us even before him going to heaven. I know that he is now searching for grants to establish an ADS program there. May God surround you in His loving arms, esteemed Bill.

Mr. Shilley was my dear friend and colleague. I met him 19 years ago and he always made me feel loved and made it a point to check how I was doing in my life. We worked closely with our students. He knew he could always count on me to take care of his students. He was a gentle soul and well respected by everyone. Rest in peace Bill. Job well done! Gods work was shown through your kindness every day. Love Gloria
