

Joe Harold Carr Jr., "Papa Joe," a beloved husband, father, grandfather, and friend, passed away peacefully on November 18, 2025, at the age of 74. Born on May 17, 1951, in Birmingham, Alabama, to Bobbie Louise Foster and Joe H. Carr, Joe later moved to Victoria, Texas, where he became an integral part of the community. His kind spirit, hardworking nature, and love for his family left a lasting impression on all who knew him.
Joe was a man of many passions. An avid fisherman and true sports enthusiast, he proudly cheered on his favorite team with a heart full of pride – Go War Eagles! Joe had an unmatched skill set as a "jack of all trades" and could fix anything that came his way, earning him the respect and admiration of his family and friends. He was also a beach bum at heart, always seeking out the relaxation and peace found by the water's edge.
Above all, Joe was a devoted family man. He spent a lot of time with his brother, Kenny, and his sister, Patty. You could often find them in the kitchen trying to replicate an old family recipe. His love for his wife of over 50 years, Marsha Twinn Carr, was unwavering, and he cherished their time together. In recent years, Joe embraced the role of caregiver with grace and selflessness, tending to Marsha with the utmost devotion. He was also the proud father of Lesley Jo Degollado and her husband, Matt, and a doting grandfather to his two granddaughters, Mattison and Amelia. There was nothing these granddaughters couldn’t convince Joe to do—he adored them with all his heart.
Joe's work ethic and loyalty were evident in his 33-year career as an operator at Interplast, where he was known for his dedication and integrity. He was a reliable and hardworking man who took pride in everything he did, earning the respect of his colleagues and the love of those close to him.
He is survived by his beloved wife, Marsha; his daughter, Lesley Jo Degollado (Matt); his sister, Patricia A. Halepeska; and his cherished grandchildren, Mattison and Amelia. Joe was preceded in death by his parents and his brother, Kenneth M. Carr.
A visitation with the family will be held from 10:00 to 11:30 AM on Tuesday, November 25, 2025, at Rosewood Funeral Chapel, with the funeral service to follow at 11:30 AM.
