

Born in Dallas, Texas, and raised in Mesquite, Julia was the daughter of Shelby E. and Annie Galloway Riggs. She went on to earn her Ph.D. from the University of Texas. She devoted her professional life to teaching as a Professor of Biology at Victoria College, where she inspired countless students—not only with her knowledge of science, but with her wit, warmth, and unmistakable personality.
A true world traveler, she explored the globe extensively, and seriously considered becoming a pilot (she loved her flying lessons) instead of a professor! She had a lifelong appreciation for teaching, education, people, and the arts—especially music. She was a lifelong learner, always curious about the world and eager to embrace new ideas and experiences. She took great pleasure in travel, always returning with stories to share. Known for her sharp humor and generous spirit, she had a gift for making people feel both welcome and entertained—often at the same time.
In addition to her professional accomplishments and many travels, Julia was deeply devoted to family. Alongside her sister, Carol, she lovingly cared for their mother during the final ten years of her life, a commitment that reflected Julia’s generosity, loyalty, and strength. Her quiet philanthropy knew no bounds and will continue through the legacy of a scholarship fund she established at Victoria College.
Julia carried great pride in her Texas heritage and family history. Through the Lawrence family line, she descended from early Texas settlers and a First Family of Texas lineage through John Peter Lawrence, who arrived in the Republic of Texas in 1844. The family lineage includes Annie Galloway Riggs, Nannie Lawrence Galloway, S.A. “Guss” Lawrence, and John Peter Lawrence—a heritage Julia cherished throughout her life.
She firmly believed life was to be lived fully and laughed through generously. In keeping with her wishes, this is not a time for heavy hearts, but for remembering the many smiles she brought into the world.
Julia is survived by her sister, Carol Riggs Anderson; her brothers, Richard (Dick) Riggs and Thomas Riggs; and numerous nieces, nephews, and many great and great-great nieces and nephews.
A private graveside service will be held at a later date, with burial to follow at Mesquite Cemetery.
In honor of Julia, those who knew her are encouraged to share a good joke, enjoy a piece of music, visit a museum, take a trip somewhere new, or simply find a reason to laugh.
