Richard served his country in the US Army National Guard and worked for thirty years before he retired from Southwestern Bell.
He is survived by his wife, Bobbie Garbe Cummins; daughters Tisha Cummins Dabbs of Rockport, Melissa Weber of Dripping Springs and four grandchildren.
In addition to his parents, Richard was preceded in death by two sisters, Brenda Macoine and Polly Matthews.
A visitation for Richard will be held Thursday, October 31, 2024 from 1:00 PM to 2:00 PM at Rosewood Funeral Chapel, followed by a funeral service at 2:00 PM.
Richard will be laid to rest in Crescent Valley Cemetery, 6679 SH 185, Victoria, TX with full military honors under the auspices of the Victoria Veterans Council.
Honored to serve as pallbearers are Johnny Heller, Roy Shepherd, Daniel Heller, Matt Dabbs, Jeff Weber and Garrett Weber.
