Richard was the only child to the late Robert J. Voigt and Florence Rogan Voigt. He was born on December 7, 1945, in Victoria, Texas. He graduated from the University of Texas at Austin in 1969. His love of the Texas Longhorns ran deep, and he remained a staunch supporter till the end. He became a professional civil engineer, and his first job out of college was as City Engineer for the City of Victoria. Richard’s maternal grandfather, Richard A. Rogan, served as Sheriff for Victoria County. This must have left a lasting impact on Richard, as he, too, was called to serve the community through his own career path at the Victoria County Sheriff’s Office. Richard maintained dual roles as Captain and County Engineer. He designed and completed many projects, the more high-profile being the courthouse renovation and the construction of the second floor of the Victoria County Jail. Upon retirement, Richard obtained additional engineering licenses and was able to lead and consult on various projects in Texas, California, and Nevada. Retirement gave him the opportunity to travel, hunt, and spend time with his many lifelong friends.
Most importantly, retirement gave him precious time with his family. He was everything to us, and he will be so deeply missed. In his final years, cancer was the cross he had to bear. He fought with strength, class, and grace, just as he lived.
He is preceded in death by his parents, Robert and Florence Voigt, and his cousin, Dr. Jack Vaughan. He is survived by his two daughters, Julie (Alexander) Solis, and Selena (Luis) Barrios; five grandchildren, four great-grandchildren, and his cousin, Roger Vaughan.
Visitation will be held on Thursday, October 2, 2025, from 5-7 pm at Rosewood Funeral Chapel, with the rosary beginning at 7 pm. Funeral mass will be held on Friday, October 3, 2025, at 10 am at St. Mary’s Catholic Church with interment to follow at Catholic Cemetery #3.
