Born September 14, 1941 to Josephine Beck Moore and William Marshall Moore, Jr, he spent his childhood living in Goliad, Texas with his parents and two younger siblings, Gregory Lewis Moore and Marion Carol Moore. He graduated from Goliad High School, served in the United States Army and went on the earn a Bachelor’s of Education from Texas A&I Kingsville, as well as a Master’s degree from University of Houston-Victoria. He went on to have two children whom he adored, Robin Elizabeth and William Marshall IV.
Bill’s passion for education led him on a lifelong path of teaching and school administration including service with Victoria, Cuero, Rockport-Fulton and Edna Independent School districts (Victoria High School, DeWitt-Lavaca Special Ed Cooperative Director, Cuero ISD Assistant Superintendent, Rockport-Fulton Middle School, Lighthouse Learning Center Principal). He was beloved by many students and staff throughout his years of service and he adored them equally in return.
After retirement, Bill continued graciously giving to others and his beloved community of Port O’Connor, Texas. He loved the Lord and was an active member of First Baptist Church where he was part of the church choir, drove kids in the church van, wrote grants to send kids to camp and served on various committees. He also gave much of his time to the Coastal Conservation Association (CCA) as the President of the Port O’Connor Chapter for many years and served on the Port O’Connor Community Center Board.
Bill loved his family, friends, fishing, hunting, gardening, high school football and Texas history, as well as laughing, pranks and jokes. He loved going to the Post Office in his golf cart, drinking coffee at the Mini Mart (pre-Harvey), hanging out with the Bay Street gang, community gatherings and eating good food (chocolate, fish, oysters and Josie’s fried chicken, among his favorites).
Bill is survived by his daughter Robin Elizabeth Knipling (Pat) of Victoria and son Marshall Moore IV (Audrey Kay) of Austin. He is also survived by his grandchildren Caleigh Tupa (Blane), Colton Knipling (Lakkin), William Marshall Moore V, Lincoln Moore and Graham Moore, as well as great grandchildren Korbyn Knipling, Radley Knipling and Clara Tupa.
The family extends their sincerest thanks to Bill’s friends and the community of Port O’Connor for so kindly watching over him in his later years, allowing him to live at home in his paradise until nearly the end of his life.
Family and friends are invited to honor Bill at a service led by Pastor Rich Schaller on Friday, July 18, 2025 at 2 PM at the Port O’Connor Community Center with a fellowship gathering following the service.
