

Franklin Hadley Phillips Jr., a beloved husband, father, grandfather, brother, and friend, passed away peacefully on October 4, 2025, at the age of 81, from heart failure. Born on July 7, 1944, in Ft. Sill, Oklahoma, Franklin was the cherished son of Franklin Hadley Phillips Sr. and Ellen Phillips, who preceded him in death, along with his devoted wife of 52 years, Pat.
Frank's journey through life was marked by profound commitment and incredible passion. He was a proud alumnus of the University of Richmond and the University of Connecticut, where he laid the foundation for a distinguished career that would span over five decades. For 57 years, he dedicated his life to the service of children as a school psychologist for Norfolk Public Schools, touching the lives of countless students and families with his kindness, sharp mind, and unwavering commitment to their well-being.
On August 14, 1970, Frank married Pat, and together they built a life filled with love and laughter. Their partnership was a testament to devotion, as they shared beautiful memories for over half a century. Franklin took great joy in his role as a father to his three children, Chip, Emily, and Carey, and was an adoring grandfather to his six grandchildren: Hadley, Harrison, William, Rowan, Sebastion, and Auriella. His family was his pride and joy, and he relished every moment spent with them, whether it was cheering for their achievements or sharing stories and laughter during family gatherings.
Frank was also a member of the Community United Methodist Church, where when he was younger taught Sunday School and played on the church Softball Team. His love for cats was well-known among family and friends, and he found great comfort in their companionship. Over the years, he was a pet parent to over 13 cats.
Outside of his professional and familial commitments, Franklin had a variety of hobbies and interests that enriched his life. He enjoyed watching sports, keeping up with the news, and was an avid runner in his younger years. He participated in many local 5ks with his family. Frank had a particular fondness for solving Jumble Word puzzles—a pastime that exemplified his sharp intellect. He was also a loyal listener of WHRO, taking pleasure in the melodies and stories that filled his home, particularly Dwight Davis's birds notes on Sunday Mornings.
Franklin is survived by his loving children, grandchildren, and his sister, Susan, who will all carry his legacy forward with cherished memories and the lessons he imparted. His spirit will forever be a guiding light for those who knew him.
Friends and family are invited to celebrate Frank’s life on October 10, 2025, at Community United Methodist Church at 2:00 PM. In lieu of flowers, the family kindly requests that donations be made to the Norfolk SPCA.
