He was born on December 1st, 1945 in Queens, NY to Mary and Horace Kelly.
After graduating from Georgetown University, Frank worked as an independent scholar and specialty instructor. His scholarly work focused on the philosophical works of Husserl, Hegel, and Kant.
Frank was a man of many talents. He was an avid tennis player throughout his life, even having played alongside Billie Jean King in his young adulthood, and later instructed tennis part-time. He also served as an instructor of percussion working with the National Symphony Orchestra.
Frank was a member of the Beecher Cooperative in Glover Park for 25 years and is remembered by the community as a kind and respectful man who enjoyed classical music, reading philosophy, and keeping up with current events.
He is survived by cousin Meagan Wise of Savannah Georgia and was predeceased by parents Mary and Horace Kelly.
A memorial service will be held at DeVol Funeral Home (2222 Wisconsin Ave., NW, Washington, DC) on Saturday, September 12th at 11 AM with a casket viewing at 10 AM.
