She was born and raised in Parsonsburg, Maryland, on the Eastern Shore, the daughter of George Ennis, a mercantile owner, and Alma Ennis, a teacher. She graduated from Western Maryland College in 1950 with a degree in English.
Rachel worked as a teacher in Maryland. She later worked in Washington, D.C., holding positions at NBC Radio and at American University’s Political Science Department.
She was married to Jack L. Estepp for 48 years, until his death in 2011. Jack was a decorated World War II fighter pilot and later an attorney at the Federal Communications Commission.
Rachel is survived by her two children, Sarah Estepp Young (Brad) and Jack E. Estepp (Becky); and her four grandchildren, Rachel Ormond (Pierce), Margaret Young, Eric Estepp, and Jack P. Estepp.
