On September 7, 2026 in Charlotte, NC. Born July 4, 1939 in Washington, DC to the late F. Stuart and Ethel Tingley. Richard graduated from American University and worked as a budget analyst with the General Accountability Office. He was active with the National Presbyterian Church, serving as a Sunday School Teacher, Deacon, and Elder. He is survived by his brother John (Dianne) Tingley, his niece, Lindsay (Frank) Schall; and nephews David (Erica) and Andrew (Amy) Tingley.
Funeral Services will take place on September 21, at the National Presbyterian Church, 4101 Nebraska Ave. NW, with burial to follow at Cedar Hill Cemetery.
