
Of DC, passed away after a short illness on Thursday, September 14. Born May 17, 1941 to the late Russell Higson Carpenter and Dagmar Haugen Carpenter. Survived by brother Thomas Carpenter and sister Lee Carpenter-Long.
Graduate of Moses Brown School, Princeton University, Oxford University (Rhodes Scholar) and Yale Law School (Law Journal, Article and Book Review Editor, Order of the Coif). Fluent in French and Russian. Clerked for Chief Judge David Bazelon, US Court of Appeals for the DC Circuit.
Senior Counsel at Covington and Burling with a diversified litigation, federal advisory and international practice. Extensive experience with Russian and other East-West joint ventures. Washingtonian Best Lawyers 2004.
Active in pro bono work for international human rights including board member for Global Rights, counsel to International Law Institute, and Russian American Institute for Law and Economics. International Human Rights Law Group Pro Bono Serivce Award 1989. Trustee and President, American Friends of New College, Oxford.
At Moses Brown School, among the longest serving (14 years) and most dedicated Board members. Over a 60 year period, he was recognized by Moses Brown for his intellect, dedication and generosity with the three highest honors that can be bestowed upon a graduate. Established the Carpenter Endowed Program in Teaching Excellence.
