Scott was born in Great Barrington, Massachusetts, the son of Isabel Scott and Albert Keep. He spent his young childhood in Tucson, Arizona and later moved to Chicago, Illinois, which he would call his hometown. Scott attended and graduated from the Taft School in Watertown, Connecticut in 1961. He then completed his BA in Government Studies at Claremont McKenna College in Claremont, California in 1965. Following Claremont, Scott attended the University of San Diego School of Law earning his JD in 1968.
In the summers of 1963 and 1964, Scott was in training at Marine Corps Base Quantico in Quantico, Virginia. It was among Scott’s greatest honors to serve as a Captain in the United States Marine Corps Reserve from 1969 to 1972. In 1970, Scott did a tour in Vietnam alongside other Marines as a JAG Officer in the Force Logistics Command. Over the years, Scott kept in touch and maintained friendships with this special group of Marine Corps veterans and fellow JAG Officers with monthly virtual calls and reunions. One of which he planned in Washington, DC.
Scott began working as an attorney at the US Department of the Interior in 1972 and continued his work there for more than 45 years. Prior to his retirement in 2018, Scott served as Senior Counsel, Division of Indian Affairs in the Office of the Solicitor. The cases handled by the Bureau of Indian Affairs always interested Scott, so too, the bright attorneys with whom he worked at both the Department of the Interior and Department of Justice. Scott was proud to have worked on a number of cases that were argued before the Supreme Court.
Scott is predeceased by his mother, Isabel Scott; his father, Albert Keep; stepfather, Charles C. Fitzmorris, sister, Alice Keep Carlson, stepbrothers Thomas Fox and Philip Fox. He is survived by his wife, of more than 45 years, Ann Cuningham Keep and their daughters Katherine Elizabeth Keep and Sarah Keep Perucci, son in law Michael Peter Perucci; two grandsons Charles Scott Perucci and Henry Thomas Perucci; sisters Lindsay Keep Batcheller and Sandra Keep Notz; stepbrother Kenneth Fox; and many nieces nephews and extended family.
Scott was a dedicated public servant, accomplished attorney, and proud Marine. He was an experienced sailor, recreational star-gazer, self-taught user of all farm equipment, and an enthusiastic fan of both the Nats and Arlington Little League.
Above all, Scott was a devoted husband, father, and grandfather. Whether he was out on the water, working in the tree line, or cheering from the stands; he was happiest with family close by. He is deeply missed by all who knew and loved him.
A small private memorial service will be held at the Middleburg Manor, Middleburg, Virginia on October 27, 2026.
Donations can be made in Scott’s honor to two organizations for which cared deeply and that he regularly supported:
The Chesapeake Bay Foundation and the Piedmont Environmental Council.
