William “Bill” Warshauer Jr., 95, passed away peacefully at home on October 17, 2026. He was born in Yonkers, New York, on November 23, 1930, to the late William and Lillian Warshauer. His family moved to Washington, D.C., in 1936 when his father began a new position with the Federal Housing Administration. Bill attended Washington-area schools and graduated from Calvin Coolidge High School in January 1950. During school and after graduation, he delivered newspapers, worked as a gas station attendant, and became a bricklayer’s apprentice.
In late 1950, Bill met Phyllis Wayne Soucia of Caribou, Maine, whom he credited with changing the course of his life. Hoping to enlist before being drafted, he joined the U.S. Navy in 1951 during the Korean War. He often recalled taking his first train ride to Chicago and the Great Lakes Naval Training Center, then feeling fortunate to be assigned to Norfolk, Virginia, after boot camp. As a Radarman First Class aboard the destroyer USS Furse (DDR-882), he identified and reported potential dangers. He also fondly remembered standing on the ship’s bow on calm days, feeling the wind on his face, and enjoying the serenity of the ocean. In April 1954, while on leave before his final training exercise in the Mediterranean, he married Phyllis.
Immediately after his honorable discharge in January 1955, Bill enrolled at the University of Maryland under the GI Bill. He graduated in June 1958 with a Bachelor of Science in Accounting, completing his degree in just three and a half years. During his senior year, he interned with Price Waterhouse as an auditor. After graduation, he joined the firm as a staff accountant and earned his CPA designation in 1960. In 1970, he was admitted to the partnership of Price Waterhouse as its 203rd partner.
Bill spent his entire career in the Washington office, serving notable clients across many industries helping to build a profitable practice in the area. He was Chairman of the Nonprofit Industries Services Group and co-authored a book on the subject that remains the industry standard reference. In addition to volunteering in schools and the community, he served as president of the Washington Chapter of the National Association of Accountants and on the board of Columbia Hospital for Women. He retired in 1991 after 33 years with Price Waterhouse.
Bill and Phyllis traveled widely across the United States and Europe, as well as to Japan, China, Russia, New Zealand, and Australia. They cherished time at their beach home in Rehoboth Beach, Delaware, and spent winters in St. Augustine, Florida, where they formed lasting friendships. Bill stayed active in retirement, visiting the Fitness Center at Congressional Country Club twice a week and becoming known as a “regular.”
Bill was preceded in death by Phyllis Warshauer, his beloved wife of 67 years, who passed away in 2022. He is survived by his children, Barbara W. McIntyre (Roger), William III (Laura), and Tedd (Kris); his grandchildren, Mikayla (Chase Hall), Paige, and Meaghan McIntyre, Brendan (Abbie), and Andrew (Rachel) Warshauer, and Chase Warshauer; and three great-grandchildren. He is also survived by his brother, Richard Warshauer (Margie), and several nieces and nephews.
Bill will be deeply missed by all who knew and loved him. A Celebration of Life will be held at Faith United Methodist Church in Rockville, Maryland, on November 23, 2026, at 11:00 a.m. Burial at Arlington National Cemetery will take place at a future date.
