

Shirley was born in Akron, OH to Mary (Burch) Ramsey and Allen W. Ramsey on March 15, 1946. Shirley raised a wonderful family as well as spending 20 years as a realtor. She was a woman of deep faith, who enjoyed her Bible studies and home groups. She was a faithful, long-standing member of Tabernacle Presbyterian Church in Waynesboro. Her greatest joy was spending time with her family. She touched many lives and was affectionately known as “Mimi” to her grandchildren and many others.
In addition to her parents, Shirley was preceded in death by her beloved husband, James M. Phillips; and a great-grandson, Gabriel Sprouse.
Shirley is survived by her son, Jeff Phillips (Julie) of Kerrville, TX; her daughters, Amy Phillips Moyers (Larry Brown) of Harrisonburg and Lori Critzer of Stuarts Draft. In addition, she is survived by her grandchildren, Lindsay Moyers, Carrie Moyers, Jessie Sprouse (Mitch), Ashley Johnson (Jacore), Mandy Smith, Logan Hoppal (Matt), and Megan Phillips; as well as great grandchildren, Noah Kerns, Brantley Sprouse, Ainsley Sprouse, unborn twins Lettie and Lorelai Sprouse, Adalyn Johnson, Aria Johnson, Javen Johnson, and Aliyah Johnson. Lastly, Shirley is survived by her special friend, Karen Dull and her feline sidekicks, Piper and Sable.
A Celebration of Life service will be held on Thursday, March 27th, 2025 at 1:00 PM at Tabernacle Presbyterian Church, 1301 Red Top Orchard Rd, Waynesboro, with Pastor Essen Daley officiating. A reception will follow.
