

Born January 15, 1947 in Newport News, VA, he was the son of the late Major Francis and Orcilla McDowell Howe.
He went to Kecoughtan High School in Hampton, Virginia. He married Evelyn Jones on January 1st, 1970 in Wembley, London, England. Bill worked in many fields including at Cecil Gee’s, the top men’s fashion clothier in London as a professional decorator, with the American Red Cross, and as a swimming pool designer. He served in the Army and was a veteran of the Vietnam War. He was awarded the Vietnam Service Medal, Overseas Service Bars for serving five consecutive combat tours, the National Defense Service Medal, and the Republic of Vietnam Campaign Medal with Device.
Bill is preceded in death by Major and Orcilla Howe.
Bill is survived by his wife, Evelyn Howe; his children, Sarah Oliver-Watts and David Howe; his grandchildren, Bronte Oliver-Watts and Dashiell Oliver-Watts; and family members Peter, Viv and Daniel Jones.
A memorial service will be held at his home (1101 Hawthorne Lane) on Sunday, March 1st, from 2-4pm. Future memorial(s) to be announced.
The family would like to give a special heartfelt thank you to Wendy Wyatt, Rhonda Weinhold, and all of his care team at the Staunton Veterans Clinic, as well as his caretaker Nivia Fonte and the entire hospice team at Augusta Health Hospice of the Shenandoah.
Memorials may be given in honor of Bill to the Alzheimer’s Association.
Bill will forever be loved, adored and cherished in our hearts and memories.
