

Born September 23, 1949 in Syracuse, NY he was a son of the late Henry Leo and Dorothy Virginia (Slattery) Scullion.
Bill grew up in Jordan, NY as one of five siblings in a proud Irish Catholic family, graduating from Jordan-Elbridge High School in 1967. After serving a tour in Vietnam as a construction engineer, Bill married his high school sweetheart, Kathy, and the two moved to Germany for his final assignment in the Army. After completing his military service, Bill earned his bachelor’s degree from Florida State University and returned to New York to begin his career in Human Resources with Fay’s Drug Company, Inc. Bill and Kathy raised their daughter, Colleen, and son, Jim, in Elbridge, New York before relocating to central Virginia in the early 2000s for Bill to work for TJX prior to his retirement. He enjoyed golfing, watching sports, and supporting his children and grandchildren in all of their endeavors. Bill and Kathy were known animal lovers, having a variety of pets, and especially enjoying their horse farm. Bill was a proud usher at St. John the Evangelist Catholic Church in Waynesboro, and a former volunteer for the Big Brothers Big Sisters of Central Virginia. Bill will be remembered for the way he treated others, especially the example he set when Kathy faced the long journey of Alzheimer’s disease. Bill was her constant companion, faithful caregiver, and best friend, surrounding her each day with patience, dignity, and unwavering love. His strong character, mental toughness and confident personality were felt by those around him. Bill’s sense of humor will be missed by all. His life was a testament to faith, duty, and unconditional love, and his memory will forever be a blessing to his family and friends.
In addition to his parents, he was preceded in death by his wife, Kathy Ann (Burke) Scullion; granddaughter, Norah June Mastrandea; brother, Donald Scullion and wife, Carol Scullion; sister-in-law, Ellen Burke; and brother-in-law, Dan Laing.
Survivors include his daughter, Colleen Mastrandea and husband, John, of Stuarts Draft, VA; son, Colonel James Scullion and wife, Maren, of Enterprise, AL; grandchildren: Annabelle Mastrandea, Clare, Joseph, Audrey, and William Scullion; brothers, Paul Scullion and wife, Kate, of Syracuse, NY, and Edward Scullion of Auburn, NY; sister, Jean Laing of Jordan, NY; brother-in-law, Michael Burke of San Miguel De Allende, MEX; sister-in-law, Nancy McNeil and husband, Henry, of Jordan, NY; and numerous nieces, nephews, cousins and god children.
The family will receive friends from 6:00 p.m. until 8:00 p.m. on Wednesday, July 15, 2026 at the Waynesboro Chapel of Reynolds Hamrick Funeral Homes, 618 W. Main St., Waynesboro.
A funeral mass will be held at 10:00 a.m. on Thursday, July 16, 2026 at St. John the Evangelist Catholic Church, 301 Sheppard Court, Waynesboro. Burial will follow at Augusta Memorial Park, Waynesboro.
Active pallbearers will be Colonel James Scullion, Joseph Scullion, William Scullion, John Mastrandea, Sebastian Marin Corrales, and Justin Brown.
