

Charles R. Baily Sr., 98, of Washington, passed away peacefully in his home, Tuesday April 28th 2026, with family by his side. He was married to the late Elinor Hoffman Baily, his beloved wife of 72 years, who passed away on June 22, 2021.
Chuck was born, July 1, 1927, in Carmichaels, PA, a son of the late Richard L. Baily and Alta (Hebel) Baily.
Educated in Carmichaels area schools, he was a graduate of Massanutten (VA) Military Academy and then served in the United States Navy. After completing his tour of duty in the Pacific, he attended Waynesburg College.
In 1949, he joined his two uncles and cousin at the Baily Insurance Agency in Waynesburg, where he and his wife, Elinor, reared their five children and lived for the next 44 years. He later opened a Washington office and moved there in 1993.
Chuck was an extraordinary businessman. His leadership allowed the agency to grow throughout his forty years there. He also played a prominent role in several community organizations.
Chuck was an elder of the First Presbyterian Church in Waynesburg. He was the past master of the Waynesburg Masonic Lodge 153 F&AM. And like his father before him, he served for several years as a trustee and board chair of Waynesburg College. He was honored as Emeritus Trustee in 1997.
He joined the board of directors of the First National Bank of Carmichael’s in 1975. While never an actual employee of the Bank, he led the expansion of the bank into Waynesburg and then into Washington County. This included the name change to Community Bank.
Chuck loved to play golf with his friends, clients, and family. He was a long-time member of the Greene County Country Club, and a charter member of both the Lone Pine County Club (1971), and the Southpointe Golf Club (1994).
He is predeceased by his brother, Alfred Baily, and his sister, Helen Cochrane. He is survived by his five children; Chuck (Shirley) Baily Jr. of Waynesburg, PA, Karl (Janice) Baily of Spraggs, PA, Beth Jensen of Washington, PA, Ann Baily of Washington PA, and Jane (Brian) Ahearn, Westerville OH. He is also survived by his 11 grandchildren, 37 great-grandchildren, and 2 great-great grandchildren.
Friends will be received at the First Presbyterian Church, 169 W. College St, Waynesburg, PA, on Friday, May 1 from 2 p.m. to 4 p.m., and 6 p.m. to 8 p.m., and on Saturday, May 2, from 10 a.m. to 11 a.m. where services will follow at 11 a.m. with the Rev. Michael Haddox officiating. Entombment will be private and held at Greene Co. Memorial Park, Morgan Twp., Greene County, Pa.
Arrangements are being handled by Milliken and Throckmorton Funeral Home, Inc. Shane M. Ayers-Managing Director. In lieu of flowers, memorial contributions may be made to Waynesburg University, 51 W.
